Department of Administration – City of West Chicago, Illinois
The city administrator and staff direct the administration and execution of the policies and objectives formulated by the city council and propose alternative solutions to community problems for consideration by the city council. These responsibilities include advising Council on current and future funding, staffing and program needs, implementing the City’s immediate and long-term priorities, establishing administrative procedures that will help the City serve its citizens, the preparation of the annual budget and the supervision of municipal services. heads. The office also maintains all city records and coordinates enforcement of Freedom of Information Act (FOIA) requests.
The Department is made up of the following Divisions: Marketing and Communication; Human ressources; Technological Information (IT); Geographic Information Systems (GIS)
The City Administrator is responsible to the Mayor and City Council for the effective administration of the City and oversees a staff of 116 staff plus contracted consultants in the following departments: Administration, Police, Community Development, Finance and Works public.
Marketing & Communication Department
All efforts of this Program are aimed at maintaining the professional brand of the City; inform residents of City news, events and programs in a timely manner through traditional and digital media; and promote the city through the implementation and execution of strategic marketing and communication plans using trendy technologies and strategies. Staff oversee the City’s graphic design and public written materials; administers the City’s website and social media accounts; serves as media relations coordinator; engages in community outreach; and initiates and manages special projects. The staff also serves as a liaison with the city’s Cultural Arts Commission.
Human Resources Division
All human resources activities are administered and coordinated in accordance with applicable civil service ordinances and rules, state and federal requirements, and equal employment opportunity guidelines. Actions involving City employees are reviewed and approved by the Human Resources Division of the Administration Department to ensure compliance with requirements and the provision of fair treatment. The Division provides ongoing support to operational departments and employees in all areas of employment, including recruitment, selection, job classification, salary administration, promotion, performance appraisal, training , benefits administration, discipline, workers’ compensation, employee concerns and labor relations.
Information Technology (IT) Division
The primary objective of the Information Technology (IT) Division is to provide services that effectively meet the City’s information needs. Within the framework of the service, he has the authority and the responsibility to examine, control and improve technological fields such as the office automation, the communications, the microcomputers, the apparatuses telephone, video and surveillance and l network administration. The IT element is responsible for a long-term plan that commits resources and stable direction for the future. Finally, IT also keeps abreast of cutting-edge developments in information technology.
Geographic Information System (GIS) Division
The main objective of the Geographic Information System (GIS) Division is to provide geographic data and technology that will facilitate the daily tasks of the service. In addition to the creation and management of geographic datasets, user training is provided by the GIS Coordinator to help City staff use the system. Documentation of existing data, hardware and software is maintained by the GIS Coordinator and posted on the City’s website as appropriate. The management and implementation of all long-term projects and the research and development of future projects are also the responsibility of the GIS coordinator.
